support for svg-fragment

It would be fantastic to have this plugin.

It seems more intuitive to have layers or groups from an svg as fragments than the approach in the animate plugin. (I am a newbie and could not get it to work.)

Animate.js plugin is already added in this package, that might help. I think it does the similar thing.
