cover_letter not defined error #2

I got this to work before in Python 3.6. However on the last line, it is now giving me a nameerror: Name cover_letter is not defined. Cover_letter is just an argument in the write_cover_letter function so it shouldn't have to be defined. Any idea what is causing this? Thanks for your help.
