Builders shouldn't be able to edit or reject approved BURs.
/bulk_update_requests should be searchable.
** Should have help page in subnav
Should have pending/approved/rejected BUR count in /users profile.
BUR form should have a script builder with tag autocompletion.
BUR form should have forum topic autocompletion.
Forum subnav should have link to BUR request
