Mailing System - queueEmail not sending specific emails

queueEmail(EmailDTO) in MailServiceImpl doesnt sent a specific set of mails sent from FedLex (for the rest it works fine). The data was checked and found to be correct. (Attaching img of an Email object not sent). The email is not even logged in the database as a failed sent or at all. After exiting the method it doesnt enter the proxyhandler in order to sent the mail as it does for all the rest of the Emails. No error msg displayed as well.
