ionic serve reload not working correctly

When I perform:

ionic serve -t ios

it will run the gulp task it appears and load the site.

however suppose I change the file "home.ctrl.js" I see the gulp watch show that it updates, however if I refresh chrome it does not take the new changes.

I end up rerunning gulp to get the reload.

the liveload appears to be working incorrectly.
