I can see solutions to change this in the code but having it on the controls allows the user to choose.
If not possible, any plans to add the playbackrate at all?

I don't think so. Html5media is just a simple compatibility shim for video
and audio tags, delegating to the underlying browser controls. It's up to
the browser whether to add playback rate controls.
