Add a possibility for a library to require that a devel interface user set some compile options (in particular, definitions)

A library that provides a header may sometimes want to use some compile options (mainly definitions).

This should be then used in -cflags key, when a dependent target is being compiled. Same should be put also to generated pkg-config file.
