Right now, all postage stamps created in the bee-factory environment have batchTTL: -1. There are two things that can cause this:

  1. if the batch wasn't found in the batchstore
  2. if the chain state current price is 0

Very likely it is caused by 2, the chain state price being 0. I found out that the chain price contract differs to the one deployed to mainnet so that would be my guess.
