Looks like the URL of openocd git repo has been changed.
http://comments.gmane.org/gmane.comp.debugging.openocd.devel/22137

new URL seems to be git://git.code.sf.net/p/openocd/code

You don't get latest changes (ie. ti-icdi for stellaris launchpad) by using old master branch
