Order submit/placement time

Hello, I am new here, and have some questions regarding order placement time:

1. Can't find order placement time in trade/order/orderstatus, so I have to use the timestamp in trade.log[0] to approximate order placement time. What is the proper way to find out order submit/placement time?
2. When calling order.trades, the trade.log[0] timestamp received is China Standard Time, which is 13h ahead of NY Time. But when sending orders the timestamp is NY Time. Why the discrepancies?
3. The order with the status PreSubmit doesn't have tade.log entries, so no way to figure out the order placement time.
