Move validators to separate libraries?

Currently XML validator and Echo API validator are both bundled with the Registry Service. It would be "cleaner" if we could separate them. (The Registry Service in itself doesn't need the XML validator, nor the Echo API validator to function properly, and even if it did, it would be nicer if these were just libraries added via pom.xml.)
