Expected outcome

We need to migrate to ESLint version 9.8.0 to ensure the build checks pass correctly.

Upgrading to ESLint version 9.8.0 is essential to ensure our build checks pass correctly.

User Acceptance Tests (UAT)

ensure the migration to ESLint version 9.8.0 is successful and that the build checks passes correctly

All testing of issues are done in project-portal-test
