DIAL is down if to import prompt json with empty description when the prompt is located in a folder
To reproduce the issue you may import the following json
chatbot_ui_prompts_history_1-30.json

After the fix has been applied, DIAL was restored on Refresh and all imported prompts appears in the panel. Verified on staging server.
