[Mobile] The tooltip with topics stay if to click on [+1] on the card for the second time #3181

EPAM AI DIAL chat version

0.25.0

What happened?

  1. Open DIAL Marketplace
  2. Find a card with several topics (>=3), e.g. on staging env Anthropic Clause 3.5 Sonnet
  3. Click on [+1]

On the iPhone Pro max (Safari) -> the tooltip is shown -> click on [+1] again -> note that the card detailed view is open (ok), but the tooltip stays bug

In Edge browser in mobile view -> the card and the tooltip are opened simultaneously -> bug

In Chrome -> the card is opened (bug) -> click on [+1] on the card -> it's blinking -> bug

Expected result: on mobile the first click on [+1] opens the tooltip, the second click on [+1] closes the tooltip and opens the card.
Need to investigate why there is different behavior in browser in mobile view.
Need to discuss real device view: why the tooltip looks so bright? probably it should be shadowed or closed.

Verified on staging env successfully. Reported #3206 #3194
