Implement ABR capabilities

As discussed in the SummerCamp meetings (see this recording), the Streaming University project (see link) implements congestion detection algorithms, ABR, and also incorporates buffers for the moq-js player.

This issue aims to integrate these capabilities into our player, building upon what has already been implemented in this repository.

Note: we also we need changes in moq-rs based on this repo
