Elected Community Leadership Funding

a fraction of drips goes into a multisig account. community can vote on the account and fraction.

SwapOptions

acceptance points can propose swap allowances: they propose an exchange rate and an amount of X KSM they'd like to swap. If approved, they can burn Y CC to get X KSM within a time window of T

Questions

what of approvals exceed available funds? (schedule payout per cycle and adjust pro-rata?)
