Simplify: Build Record possible cards with actions predefined and attached

The bot needs to know which possible cards he can play. At the moment there is only on central function to calculate the possible actions. Therefore it would be great to have something similar to match possible cards with actions, so the actions don't have to be created in a complicated way.

• Add this record to client state as this logic is also very complicated on the frontend
• Add tests
