Microphone is in use all the time, even when the app is closed and the system's permission doesn't allow it

Steps to reproduce

1. Open the app.
2. Close the app.
3. See in the device's notification, the system shows Microphone in use notification from Element app all the time and can't be cleared from the notification area, as shown in the screen recording below:

Outcome

What did you expect?

The app respects the system's setting and doesn't use microphone all the time.

What happened instead?

The microphone is in use all the time, according to the system's notification.

This issue could be related to issue #3035.

This issue also happens on my Lenovo Tab P11, Android 11.

Both my A25 and P11 are on their latest stock ROM.
