This may come from a variety of locations:

Fee calclulation: Merchant API (delayed). REST.
Broadcast a transaction: Merchant API (delayed). REST.
Query paged pushdata hashes. REST.
Blockchain headers. RPC of some sort.
Transactions. REST.
Merkle proofs. REST.
