Would some frames improve usability?

@rainhead suggested that frames might actually be nice here, so it doesn't open quite so many tabs. I can definitely see utility in at least combining the first 3 tabs in one frameset. But I have a vague recollection that using frames runs into issues with how different browsers try to protect users from popups and so on. Am I imagining things? If so, then we should upgrade this to a feature request.
