Adding / querying account doesn't return error when C* connection is down #36

Description
Currently add/get account methods do not execute any C* query and therefore no error is thrown.
Add account method (PUT) avoids creation of an empty record in Accounts column family to save space. Record will be created when needed (e.g. added new label).
Behavior will change once we fill up those methods with C* operations.
