Add support for inline headers to the migration tool. We'll temporarily support this feature in the docs-builder to enable link checking post-migration.

Syntax

Should we do the same syntax for paragraph headers? Or stick with the TODO L6 headings that are currently generated?

No, we'll keep these as-is right now.
