configure this system in to my local machine

I am trying to configure this system in to my local machine. While I was configuring the system, I faced some authentication problems.
I am totaly new to keycloak. I appreciate if you can support me to configure this .
I did following steps.

I enterd http://localhost/auth as url and i logged as a admin.

Then I created a realm, name as divoc, Then I created 2 clients,
name as certificate-login and facility-admin-portal.

After that I added new roles, name as admin and facility-admin.

Also i did mentioned steps in *https://github.com/egovernments/DIVOC/blob/main/keycloak-mobile-number-login-spi/README.md .

Then I entered the http://localhost/portal url as and
it redirects to login screen.

I created a new user and logged. then it shows "Unauthorized access. Contact ADMIN" error message.

If I enter http://localhost/ url as then it redirects home screen.

When I try to Download Vaccination Certificate it redirects login screen and after logged that redirects to home screen(Same thing happen when Provide Feedback).

How can I configure this.

follow document application build successfully. I am change portal application (Facility->School, and Vaccinator->Teacher). Then build facing below error Please check. when libtool already install our system. how to fix below error.
