You can grant apps (like browsers) location permissions, usually via Settings -> Apps or Settings -> Applications. In my experience, if you grant location permissions to a browser app like Chrome or Ghostery your location will be revealed to any website that asks for it without being notified.

Ghostery requires granting of location permissions to all websites. "Allow location" selection
only displayed if location permissions aren't granted, and that's not honored.
Chrome allows you to selectively allow sites access if you haven't granted location permissions to the Chrome at the system level by prompting you when a website requests your location
