Both 2U and Axim should have budget to fund
This is an on-going investment, but this item is only agreeing on the strategy.

Maintenance Working Group Exists
Has a clear charter
Meets regularly to coordinate upcoming upgrade work

Can you say more about what an upgrade strategy would contain? What questions would it answer?
