Tricky Tabulation sequence in Navigation Panel

In the Floating Navigation Panel, when a title is selected, 4 tabulations are necessary to reach the title's content. Also, the Tab goes to links that have no relation with the content of the Title but that are actions related to the Panel itself (dockleft, dock right and close).

The Docking and Closing Icons should be first elements of the tab sequence in this panel, before the Titles. Then, once a title is selected, one tab should bring the user directly to the content of the activated title.
