Description: Fix course_metadata migrations

Issue:

CommandError: Conflicting migrations detected; multiple leaf nodes in the migration graph: (0262_auto_20230621_1144, 0269_depr_program_card_image_url_and_add_exec_ed_cert_type in course_metadata).
To fix them run 'python manage.py makemigrations --merge'
