Blackbox tests do not test consul-less configuration

It is my understanding that EdgeX framework does not require the use of Consul in the non-security configuration. However, we do not have any blackbox tests that test this configuration. The risk is that components may introduce a hard dependency on Consul and that this will not be caught by the automated test suite.
