Should simpl_other_tags(string[]) DBAL annotation apply to fields methods and classes?

Just a thought, perhaps we should more actively report errors to user when tag names conflict (e.g. return an error code or throw an exception when creating the type scope). If this error gets ignored by the user it can cause hard to find bugs.
