Allow to define http no_proxy settings

Feature Description:

Theia IDE allows to define a proxy, but no proxy exceptions (no_proxy). That is unfortunate in situations where you want Theia to communicate with on premise systems such as an inhouse Gitlab etc.

Please add an Http: No Proxy setting where one can list multiple domains or subdomains that should not be contacted via the http proxy.
