where can those links be configured?

If you are a committer on the according project, you should be able to login with you Eclipse account and then have an "Edit" tab, where you can change the information:

So for the referenced Eclipse TLP, it is probably limited to PMC members?

i tried to edit https://projects.eclipse.org/projects/eclipse.platform/edit, got no error, still the links are not updated.

The edit you performed seems to be properly logged:

Which links did you edit? All links I find on the page are working fine. Maybe the edit just took some time to be deployed?

for example i added a link to github, that i can still not see:

I'm not sure where you are expecting to see that. Note that this page automatically shows a projects repositories:

https://projects.eclipse.org/projects/eclipse.platform/developer

Sometimes the links in the side bar take a while to update. I think caching is an issue too that Ctrl-F5 in the browser helps.
