Please describe what you would like to see

As a part of bluechictl-is-enabled test we fetch all existing unit files from a node and checking if output from bluechictl is-enabled aligns with output from systemctl is-enabled to check as many enablement statuses as possible. Unfortunately fetching all unit files from a node is an expensive operation, so we might need to find out a better solution.

Please describe the solution you'd like

Investigate how to manually create service files with various enablement statuses, so we don't need to fetch all existing unit files from a node.

@mwperina Can we close this issue since it was solved in #975?
