Adapt the colors of the outermostregions in heat map

In the country level we have the info about the number of projects per region, we can adapt the color of the outermost regions.

We could put colors statically in the Europe view, in the country level we have the count for the outmost region, the problem is when we use other filters, we don't have the outermost region as a real region in the search, and we don't know the count to apply the color.
What do you think @D063520 and @DiaZork?
