Look up competencies from a training resource

As an end user
I want to be able to see which competencies (and competency profiles) relate to a given training resource
So that I can see what a given training resource is helping me with\

• Reverse look up based on some identifier (perhaps the URL of the training resource)
• Some mechanism to embed this into EBI or external training course pages, e.g. JavaScript
