Switch back to hotspot VM

Something broke the authentication interceptor in OpenJ9 (again), so switching back to Hotspot VM.

(broken) Add descriptions to prometheus metrics

Adds descriptions to prometheus metrics, and updates some libraries.

Unfortunately authentication is broken in the docker image due to some regression in Micronaut vs. OpenJ9 VM.
Hotspot VM works, so 0.3 was released with the only change of the docker base image.
