Add https for measurements/url_create #575

In the current Nginx ssl configuration, measurements/url_create goes straight to http. There have been requests for a complete ssl configuration.

There may be an issue with doing https on embedded systems with low bandwidth communications links. We would want to test this.

An option could be added to the CHORDS configuration scheme to offer https on/off for measurements/url_create.
