Print Variables being measured with the API #531

Being able to view with variables are being measured in realtime with the API. Using either swagger or adding by hand into the CHORDS portal. :)

This is adding a new endpoint that delivers JSON: /api/v1/instruments/{id}.json. Very similar to api/v1/sites/{id}.json.
