Automatic assignment of instruments to concepts

Every concept has related questions and instruments. To lift the burden from the data providers the instruments should be assigned automatically to the concepts as they can be derived from the related questions (as the questions are always releated to at least one instrument)

concept --> question: relation will be assigned manually by the data provider

concept --> instrument: relation will be assigned automatically via the related questions using the existing relation question --> instrument.
