It would be great to turn the data processing steps in to a Pangeo Forge Recipe

When doing this be sure to pull down the correct version of the CEDS emissions (2018 I think)

Proposed the relevant recipes for output data here: pangeo-forge/staged-recipes#134 and input4MIPS data here: pangeo-forge/staged-recipes#135 and confirmed it would be appropriate
