revise responsive toggling methodology

Hello,
with breakpoint_panels panels can be not rendert do to breakpoints (not only hidden). It might be worth adding this into Using-Kalatheme-and-Best-Practices.
I am just not sure, if this is wanted.

yes this should def be considered the preferred way to do this sort of thing. adding it to the docs would be a great idea.

For accessibility we may want to have it be an 'either or' (sometimes you want to keep important content but hide from visual browsers).
