Update cache of accounts variables

To allow cached self updating lists(sets) like "accounts with pending" or "accounts with no trades" or similar.

Creating configurating mechanism, that will keep updating these, thus not necessary to iterate over accounts to get these data. Decreasing complexity from O(n) to O(1) in main loops in next.
