🔧 Refactor

Pagination for Usersearch

As we found out in #2773 we can handle 2000 users from the backend. We have trouble displaying that many users in the frontend tho.

For now we decided to postpone this problem, but in the future we need a pagination, either

frontend pagination
backend pagination
performance enhancement in the frontend
