This is possible using CELLAR and https://pypi.org/project/pyeurlex/

Before moving on this modeling question needs to be resolved: https://www.wikidata.org/wiki/Wikidata_talk:WikiProject_Law#Which_date_property_should_I_use_for_EU_law_no_longer_in_force%3F

pyeurlex uses an ancient pandas version which takes ages to build locally. so it needs to be forked and fixed first
