Describe the bug

For prerendering blazor webassembly hot reaload fails. The black banner saying its applying changes appears but nothing happens. If I refresh the page I'll see on prerendering the changes but when blazor is fully loaded they dissapear showing us the old version.

hot-reload-prerendering

And I see this error in the browser console
Assertion at /__w/1/s/src/mono/mono/component/hot_reload.c:627, condition `' not met
ExitStatus {name: "ExitStatus", message: "Program terminated with exit(1)", status: 1}

To Reproduce

Create new blazor hosted project and enable webassembly prerendering. Launch it with cli or visual studio and make changes to any razor file.

I've checked that even in normal webassembly project (not hosted) it fails. If I change the c# block code it works as expected but if I change markup it only works when I press Ctrl + Shift + R.

I can see the updating banner but no change is applied and the console shows no errors. Cli and Visual studio 2022 on its output window says that everything is applied correctly.

This worked fine on preview 6 and earlier.
