Fixes #33611

Tom ... This came about while I was working on the new Blazor tutorial. I had a note on it in my long-range tracking issue. This is per ...

https://github.com/dotnet/aspnetcore/blob/main/src/Middleware/HttpsPolicy/src/HttpsRedirectionMiddleware.cs#L85-L89

I place a short phrase in a few strategic spots to call it out.

Please go ahead and merge if you're in agreement with the updates. If you don't like the whole thing, please close this as a won't-fix, and I'll follow-up and kill 💀 the issue.
