In theory yes, if you replace the data.img file with a disk image of another VM.
data.img
But in practice no, because it will only work if that VM already has all the needed drivers installed (for the Virtio SCSI disk, etc.).
I know that some people succeeded to do it with some effort, but I will not recommend it.

@kroese but he can try install system and then copy data.img of created vm and further use it for new containers right?
@Krzysztof318 Yes.. But I think he means import from VMWare/VirtualBox or other software like that.
