Describe the bug
The environment is in a constant "STOPPING" state. No amount of restarting PC or Docker Desktop will change it. The container itself stops and starts just fine.

To Reproduce
Not entirely sure. Stopped all the environments at the end of the day as usual, but they just "hung" for ages. Eventually restarted Docker, but it didn't change anything.

Expected behavior
The state of the Environment should reflect the Container(s).

Found a way to manually clean up the environments in the meantime using the docker cli. e.g.

docker dev stop pdfservices-boring_wilbur
