Enhancement Description

@dynamic-entropy made me realize that this daemon is very similar to what our loadtests do (at least from its description). I haven't checked this daemon myself. Before that, let me ask @nsmith- and @ericvaandering if somebody has looked into it.

Use Case

Better support for loadtests

Possible Solution

Use automatix instead of cms loadtests if it's capable of achieving what we need.

As I recall @nsmith- did look at this way back and decided that what automatix did was NOT what we wanted (or were doing). I stayed far enough from the details that I can't say a lot more.

I can't recall much from then but looking at https://github.com/rucio/rucio/blob/master/lib/rucio/daemons/automatix/automatix.py it looks to only upload files to RSEs, rather than transfer a set of files between two RSEs at some regular interval.
