Make plan for preemptively appeasing third parties concerned about secret satellites #13

We may inadvertently collect images with streaks from satellites we should not officially know about. We should talk to some DoD or adjacent experts before launching a website that publicly shares things it shouldn't.

The plan for now is as follows:

  1. Only collect images on upload where users check a box specifying the image is theirs to share and they agree to some reasonable creative commons license. (Would CC BY-NC-SA be appropriate @DinoBektesevic ?)
  2. Any future streak identifying tool will only match against publicly available TLEs/positions/trajectories from commercial operators, e.g., Starlink. The others would simply be labeled as "no match" or "unidentified."
