Adjust release notes for hotfixes

Is your feature request related to a problem? Please describe.
As a dev i might want to create a hotfix from the latest release tag. Therefore proper release notes should be generated if the hotfix will be deployed

Describe the solution you'd like

• generated release tags based on the tag and includes only the changes done in the hotix
• currently all changes from the tag to current main will be created. Maybe we need a proper workflow for hotfixes.

Describe alternatives you've considered

• create release notes manually for hotfixes
